Are we not able to get this skill for Jora?

you get it from a quest sometime after helping jora. i think they should have made it a form instead of a spell. would be cool to walk around as a bear or other creature.

no this is because in the story line it says that she cant get the bear form because she looked into the bear spirit thingy energy thing!

PvE skill, heroes can not equip them.

this would fall under Racial skill the Norn worship the bear so they bear form
we mere humans are blessed by bear so we the pve only skill ursan blessing

bad move on anet to not allow Jora her racial skill imo

Yeah, I understand the storyline. But to have a norn hero and not be able to have that skill is rather....dumb.

Might get it in GW2 though, they said norn was one of the races..
